What Is "change Hosted Domain $10.00"?

I'm looking at the TidalWave plan. It doesn't come with any add-on domains, but I can add 10 to my account for a 1-time fee of $20.

My questions are these:
- Can I change those 10 domains (deleting some and adding others) at will?
- Does it require a ticket submission, or can I do it through DA?
- Am I charged a "change hosted domain" fee when I do that?
- If not, then does the "change hosted domain" fee only apply to the primary/main/whatever you call it here domain?
