I am a registered forum member why am I seeing the popup regarding being a registered forum user?

If you were not logged in when you visited the page, you'll see a popup.

We're getting a lot of guests due to our search engine positioning, thus the reason for the popup.

That popup is annoying. I don't have my computer automatically login anywhere, so that screen is always showing up whenever I go to the top community page. Hopefully I'll be able to find something to block it.

Okay, but the implementation is poor. The use of cookies and a checkbox is in order. You probably don't care if I don't visit the forum seeing it as a trade off for getting new clients. But I will stop coming to the forum because of the popup. Not because I am pissed of but because it is an eight on the irritating things you can do on a website scale.

Hint: take a look at Sitepoint and see how they do it.
