Terms Of Service Missing?

The http://clients.hostpc.com/tos.php link that you have to agree to brings you to a page that only says this :

Terms of Service
Edit tos.php in the appropriate themes subfolder in order to display your terms of service at this point.

There are a few other things I saw that still need to be changed, for example:

"This section allows you to view outstanding balances as well as domains and hosting you have purchased with us. If you have any questions or concerns, please do email us at customersupport@yourcompany.com. Please click on one of the links or buttons below in order to manage your account with us."

Also when I first attempted to purchase the $25/year plan hosting and making an account I ended up having a $0 order and getting redirected to the transfer domain page immediately after completing the form (which also states the same fee for .com stuff as the registration page does). Didn't have that problem when I tried again just now with my login already made from before, however the paypal link I was given states that the payment is for a Domain Purchase..
