Looks pretty good, but seems a bit wide to me. Granted there's a lot of information to contend with so space is at a premium, but to me the content seems to almost flow off the sides of the page. That's minor, but something to consider fixing.
The color scheme seems ok, but the minty green of the "newsflash" area seems to clash with the more olive green tones that you have everywhere else. I know this might sound weird, but you might want to try a really pale orange color there since you already have little bits of orange scattered around the page in the form of arrows and such. Here is a pale orange color that you might want to try or something similar, and see how it looks: #FDCB96
One thing that needs to be fixed is in the left navigation. The links all start out left justified, but once you get to the links below the elipses (.......) you'll notice they are no longer left justified in a straight line. They seem to start zig zagging down the page.
Also, your footer makes the links hard to read because of the green dots that appear behind them. This is only a slight problem in IE, but when viewed with a Mozilla browser the links become almost illegible because of how Mozilla renders the font. I'd say just lose the dots and go with solid black there instead.
Hope this helps. I do website reviews quite regularly at TutorialFourms.com (http://www.tutorialforums.com), so if anyone wants some really good feedback from people who are professionals in the business then shoot on over there and post your site in the Site Reviews section.
I'm sure there has been revelry... "reveled"
revel
verb {I} -ll- or US USUALLY -l- LITERARY
to dance, drink, sing, etc. at a party or in public, especially in a noisy way
But I think you meant to "reveal" it... :P

I think it looks good.
I do have two comments...
1. that clock gives me a twitch, I think it's neat, but I find myself changing it to calendar all the time
2. I just created an account...but I'm curious - why would I need one? (there's no explanation that I could find)
(also, "joe@hostpc.com" is the site administrator as set in Mambo, not sure if that's how you want it.)

Yeah, I like this template better too...
I'm getting news from local sources, or writing my own... for now. I'd like residents to start contributing.

Yup. That's what I'd like to see at TillaTalk.
We have a local independent newspaper, published whenever the editor is in the mood. He ranted for two pages about the demise of the independent rags (maybe they smoked too much grass) and how there is an international conspiracy... yadda yadda yadda. I submitted a letter to the editor likening independent newspaper publishers to wheelwrights and candlemakers. Promoted independent news websites as the answer to freedom of speech. Have to wait for the next issue to see if he took the bait.

It looks much better now. Definitely a more professional feel.
